Fire safety instructions for owners and tenants of apartments in apartment buildings:
1. General requirements
1.1. One of the main responsibilities of owners and tenants of apartments in apartment buildings (hereinafter - residents) is to take care of the fire safety of their apartments, individual basements and public areas, knowledge of fire safety rules, understanding how to act in the event of fires and, if necessary, evacuation, the ability to use firefighting equipment, knowledge of the location of these funds, and teaching this knowledge to children.

1.2. Residents of the houses must comply with the requirements of this instruction, as well as other regulatory requirements in the field of fire safety.

1.3. The main risk factors that can cause a fire in residential areas are:
1.3.1. Failure of residents to comply with fire safety requirements or inattentive behavior, including children's play with fire;

1.3.2. Failure to comply with safety requirements when using local heating systems (stoves, stoves, etc.), electrical appliances and devices;

1.3.3. Violation of requirements for storage of hazardous substances and materials, as well as for fire works;

1.3.4. Intentional actions of residents to create conditions conducive to the occurrence and spread of fire.

1.4. It is the duty of residents to prevent fires. Residents must not create conditions that could cause a fire.

1.5. Responsibilities of residents in case of fire:
1.5.1. Immediately report the fire by landline 01 or mobile phone 010, to the State Fire and Rescue Service, notifying the address, location of the fire, the name of the caller, as well as available additional information about the fire.

1.5.2. If possible, start extinguishing the fire with available fire extinguishers, while ensuring the personal safety and security of others, as well as inform others about the event.

1.5.3. Follow the instructions of the head of firefighting and rescue operations.

1.5.4. Inform the head of firefighting and rescue operations about people who are or may be in the danger zone, about access roads and water supply sources.


1.6. If residents need to be evacuated:
1.6.1. If evacuation is necessary, follow the instructions of the head of firefighting and rescue operations;

1.6.2. When evacuating, keep calm and do not panic; if possible, take documents, money, turn off electrical and gas equipment, close windows and doors in the apartment;

1.6.3. It is necessary to evacuate by evacuation routes (corridors, stairwells), moving to the exit. If these actions are not possible - stay in the apartment. Try by all means to inform rescuers and other people about your whereabouts. Take security measures to ensure that the apartment can last as long as possible and survive.

1.6.4. Never use the elevator during a fire.

2. Maintenance of territories of apartment houses, buildings and premises
2.1. Roads and access roads to buildings, structures and water supply sources must be maintained so as to ensure access to firefighting equipment;

2.2. It is forbidden to park one's own vehicle in such a way as to occupy the territory near the residential building, obstructing the access of firefighting equipment to buildings, structures or water supply sources;

2.3. Production of construction works in apartments and public premises: changes in the plan of premises, fire-hazardous works, etc., it is necessary to coordinate with the managing company and to adhere to the requirements established by the construction legislation;

2.4. In a residential building it is forbidden:
2.4.1. Equip production facilities that use explosive, flammable and combustible liquids;

2.4.2. Use attics and basements, as well as technical facilities, for purposes not provided for in the construction project;

2.4.3. Equip warehouses for combustible materials and workshops that are not separated by fire barriers from other rooms, evacuation routes and stairwells;

2.4.4. Store gas cylinders, as well as flammable and combustible liquids in basements, basements, attics, balconies and loggias;

2.4.5. For cleaning of premises to use flammable liquids which are not provided for this purpose;

2.4.6. Pour flammable and combustible liquids into the sewer;

2.4.7. Leave unattended flammable waste, flammable materials and rags used for cleaning;

2.4.8. Always use and store chemicals, materials and chemical products whose explosive and flammable properties are unknown;

2.4.9. Store flammable substances and explosive materials in packaging or containers not provided by the manufacturer and technical conditions of storage;

2.4.10. Leave unattended equipment, stoves and fireplaces, if not allowed by the technical conditions, as well as electrical equipment that is included in the network, if the operating instructions prohibit it;

2.4.11. Use damaged heaters and chimneys, reheat stoves;

2.4.12. Place combustible materials on heating systems and equipment, as well as closer than 0.5 meters from lighting fixtures;

2.4.13. Heat the frozen pipes with an open flame;

2.4.14. Use equipment with open flame without following the rules of operation;

2.4.15. Arbitrarily equip or use gas, electric heating or other equipment not intended for use in residential buildings and premises;

4/2/16 Use faulty electrical appliances and self-made heating equipment;

4/2/17 Use uncalibrated or self-made electric fuses;

4/2/18 Use wiring with broken insulation, as well as make connections that can cause transients.

2.5. On evacuation routes it is forbidden:
2.5.1. Dismantle doors in corridors, glaze or lay other building materials open areas in non-smoky stairwells;

2.5.2. Place items, furniture and equipment if this reduces the width of the evacuation route;

2.5.3. Equip warehouses and pantries, as well as store various materials on stairwells;

2.5.4. To clutter with foreign objects evacuation or emergency doors, hatches on balconies or loggias, as well as transitions to adjacent sections and exits to external evacuation ladders;

2.5.5. It is not allowed to dismantle or completely close (so that their use for evacuation is no longer possible) escape stairs, hatches, passages on balconies and loggias;

3. Engineering systems and equipment
3.1. Multi-storey residential buildings, above 9 floors, are equipped with automatic fire detection and alarm systems, stationary systems of house control (smoke removal) and fire water supply;

3.2. The management company ensures the maintenance of engineering systems and equipment in working order;

3.3. Engineering and technical systems are operated in accordance with the technical documentation (regulations) of the manufacturer;

3.4. Residents need to take care of the maintenance of engineering systems in working condition and inform the house manager about the malfunctions of systems and equipment;

4. Recommendations
4.1. In apartments installation of local systems of automatic detection of the fire and the alarm system (smoke detectors) and primary means of fire extinguishing (fire extinguishers) is recommended;

4.2. Persons who permanently live in the apartment are recommended to provide themselves with special personal protective equipment for respiratory fire and evacuation.
