This is stated in Article 26  of the Law " On Housing and Communal Services" .

In particular, Article 26 "Liability for improper performance of the contract" provides that "in case of late payment for  housing and communal services  the consumer is obliged to pay a penalty in the amount specified in the contract, but not more than 0.01 percent of the amount of debt for each day of delay. The total amount of the penalty paid may not exceed 100 percent of the total amount of the debt. "

The accrual of interest begins on the first working day following the last day of the deadline for payment of housing and communal services.

At the same time, the law stipulates that the penalty is not accrued provided that the state owes for benefits and housing subsidies provided to the population and / or that the consumer has arrears of wages, duly confirmed.

The Law of Ukraine "On Housing and Communal Services" was adopted on November 9, 2017, however, some of its provisions were postponed
